Download OSM file with data and open in JOSM.
Go task-by-task, merge corresponding redlight camera node to the OSM layer, find location of the camera on mapillary and position the node.
Create enforcement relation(see wiki) with 3 members:
device=[our camera node]
from=[node before traffic light]
to=[traffic light node]
and the following tags:
