Update nodes in JOSM with Ctrl + Alt + u (⌘ + u)
Validate any issues by clicking validation or (Shift + v)
Upload to OSM Ctrl + Shift + ↑ (⌘ + Shift + ↑)

Apply a JOSM filter wikidata=* to find the features without Wikidata tags.
For any missing wikdata tags, use the name:en or name to lookup the code using wikidata.org
Copy the ID (i.e. Q3554614) to the OSM feature as wikidata=Q3554614 tag
If you notice any duplicate towns (same name, approximately the same location). Use your best judgement by removing the less popular one and merging both features's OSM tags into a single feature.
